Human Resource and Administration Department

OVERALL ROLE OF THE DEPARTMENT: To ensure efficient and effective management of Human Resource and Administration function in order to enhance operations of the Council.

KEY ROLES OF THE DEPARTMENT:

  • Human Resource Management and Development: To ensure effective management and development of Human Resource in order to enhance productivity and optimal utilization of Human Resource.
  • Administration: To ensure provision of administrative and logistical support services in order to facilitate efficient and effective operations of the Council.
  • Secretarial services: To ensure production of reports, minutes and other correspondences are timely and accurately prepared for timely implementation of decisions.
  • Public Relations: To ensure dissemination of accurate and reliable information to the public in order to have effective communication between the public and the Council
  • Committee Records: To ensure production and distribution of minutes and reports for Committee and Council meetings in order to facilitate effective implementation of decisions
  • Procurement: To ensure procurement of goods and services in order to operate effectively
  • Protection and Enforcement: To ensure effective adherence to relevant laws in order to protect Council property and maintain law and order

DEPARTMENTAL SERVICES TO THE GENERAL PUBLIC:

  • Marriage solemnization
  • Enforcement of public nuisance
  • Help in conducting elections

SECTIONAL OBJECTIVES

  1. ADMINISTRATION OBJECTIVE: To ensure efficient and effective management and provision of administrative and logistical support services in order to enhance Council operations

ADMINISTRATION SECTION FUNCTION 

  • Transport Management: Manages effectively the availability of the transport in order to facilitate mobility of staff, and transportation of materials and equipment
  • Secretarial Services: Manages timely the provision of secretarial services in order to ensure smooth operations in the Council
  • Records Management: Manages effectively and efficiently storage and retrieval of records in order to provide information for decision making
  • Office Accommodation: Ensures timely provision of office space for officers in order to create a conducive work environment
  • Office supplies: Coordinates effectively the provision of stationery and equipment to staff in order to enhance smooth operations
  • Institutional Cleanliness: Manages efficiently and effectively the overall cleanliness of the institution in order to provide a conducive work environment
  • Performance Management: Manages efficiently the implementation of performance management systems in order to facilitate improvement of performance and sustain performance
  • Management: Manages the human, financial and material resources in order to enhance the operations of the department

HUMAN RESOURCE SECTION FUNCTION

  • Defining Organization Structure and driving productivity in an organization: Human Resource section realized competence and drive efficiency in organizational work. Therefore, its chief determination remains in accomplishing organizational goals. It has to benefit organizations by outlining clearly defined aims and achieving them.
  • Building coordination between organizational departments: Human Resource section is responsible for coordination and harmonious functionality within, and between different departments.
  • Offering Employee Satisfaction: Human Resource section is responsible for hiring and training staff. The Human Resource strategies, policies and ideas for individual improvement must be cohesive with the organization’s strategic goals
  • Keeping up with the societal and ethical model: It is the responsibility of Human Resource section to ensure that legal, ethical and social environmental issues are suitably dealt with. It must make sure that the Human Resources are officially and compliantly coped with and their requirements are recognized and fulfilled.

 

  1. COMMITTEE OBJECTIVE: To ensure management and provision of secretarial services to the Council and its Committees in order to facilitate correct recording of resolutions.

  • Secretarial Services: Manages efficiently and effectively the provision of secretarial services to the Council and Standing Committees in order to facilitate correct recording of resolutions
  • Reports/Minutes: Manages timely the production and distribution of reports and minutes for committee and council meetings in order to facilitate implementation of resolutions
  • Records Management: Manages effectively storage and retrieval of reports and minutes in order to enhance implementation of resolutions
  • Performance Management: Manages efficiently the implementation of performance management systems in order to facilitate improvement of performance and sustain performance
  • Management: Manages the human, financial and material resources in order to enhance the operations of the unit
